We’re proud to share that Tellabs has received an updated JITC certification following a successful round of product testing and validation by the Defense Information Systems Agency (DISA) JITC Labs. This new certification update reflects our continued commitment to delivering secure, scalable, and high-performance Passive Optical Networking (PON) solutions for government and defense customers.
Tellabs has maintained JITC certification for over a decade, and our solutions are trusted across classified and unclassified deployments worldwide. This most recent certification refresh includes new hardware additions, refined deployment guidance, and enhanced cryptographic protections.
What’s New in the JITC Update?
Expanded Hardware Portfolio
- New Optical Line Terminal (OLT)
- Tellabs FlexSym® OLT2: A powerful, compact, next-gen 2-port GPON/XGS-PON OLT. Supports up to 40 Gbps of uplink capacity and 1,000 users, with the ability to install 2 units in a 1 RU space.
- New Optical Network Terminals (ONTs)
- Tellabs FlexSym® ONT203W: A wall-mounted XGS-PON ONT with 1x 2.5G port and 2x 1G ports, all supporting Power over Ethernet (PoE)—ideal for secure workspaces and individual room connectivity.
- Tellabs FlexSym® ONT224: A 24-port rack-mounted PoE XGS-PON ONT, offering a mid-density option to complement the already-certified 48-port ONT.
Enhanced Security & Cryptography
We’ve made significant upgrades to ensure our solutions stay ahead of modern cybersecurity needs:
- New FIPS-certified cryptographic modules were implemented for the Tellabs OLT and Panorama PON Manager, using SafeLogic’s CryptoComply platform—a trusted, next-gen foundation for post-quantum cryptography.
- Our modules have received official FIPS 140-2 validation from NIST’s Cryptographic Module Validation Program:
- These modules are already in testing for FIPS 140-3 compliance, with full support expected by summer 2025—well ahead of the September 2026 deadline. Our partnership with SafeLogic also positions Tellabs at the forefront of Quantum Cryptography, with next-gen capabilities on the horizon.
Deployment Guidance
The Tellabs solution is an excellent fit for deployments of any size, from single office facilities to base wide deployments. The system security is robust and fully compliant when deployed within the secured boundaries of the compound or facility.

Cryptographic Requirements
To ensure robust, standards-aligned security, Tellabs supports the following interfaces.
- Management interfaces using NIST -certified CMVP cryptographic modules operating in FIPS mode
- AES encryption on all PON links with a key rotation interval of every 10 seconds.
What’s Next?
We’re not stopping here. Later this year, additional products will enter the JITC testing process. And in 2026, we will pursue a 3-year extension to this current certification, pushing validity through 2029.
